As long as you want to keep your assistance, you have to live with what you can get by someone else's rules. You cannot break your lease and keep your assistance. Buy a fan heater - use the fan in summer, heater in winter to augment what you've got. No landlord accepting Sec 8 can afford to buy a bigger, more powerful furnace & AC system. Sec 8 properties are cheap, and cheaply run. Get a job, earn your own money, pay your own way and you can get what you want. You have a roof over your head, and you are not paying for it. You are not satisfied with the condition of the apartment, and want to move to something nicer, again using other people's money. Rather than starting school in the fall, why not start working two jobs so that you are not leaching off of hard working taxpayers? Get a fan for the summer and a portable heater for the winter.
